We need to be able to dump one beam without provoking a PM. The use cases:

Further, given the ability to only dump one beam, we need to be able to supress the post-mortem.
OR
We need to be able to post-mortem one beam without compromising a full post-mortem on the other beam.
(even then we don't want the post-mortem process on beam A to prevent safe re-injection of beam within, say, 15 seconds.
Sticking something between the BIC and the timing system (possibly with a timing receiver card) would appear to be appropriate. This box could decide whether or not to pass a edge to the CTG.
